L'Eclair Journal Politique Indépendant was a periodical published in Paris at the turn of the century that was known for its wonderful Art Nouveau Covers. This is one of a series of lithograph postcards that used the CYM (cyan,yellow, magenta) three color printing method to reproduce (after a fashion) personified flower images drawn from the work of the famous Parisian artist J.J. Grandville. His "flower people" appeared in a work called "Les Fleurs Animées," which was published posthumously in 1847, and probably exerted a good deal of influence over the later works of artists like Rackham and Dulac. These cards may have been included in the magazine for free as advertisement. Wonderful, magical stuff :)
