We are guessing 1910s, could be early 20s, or possibly back in the aughts. Photographer imprint in lower right corner is faint and difficult to read. We will apply our combination Nancy Drew and Tom Swift detectiques and see if we can't solve this mystery.
In the meantime, wow! Wonderful, and collectible dance card fitting so aptly into the sub-genre, "danse eccentrique." Looks like layered tulle weighed down by numerous ribbons with bells on their ends. She must do a twirling routine in which all of the ribbons spin around her and then a hopping routine in which all the bells tinkle :) Note how in our close up crop, she is a beautiful young lady, but her pose and expression do NOT capitalize on this. Like Lucille Ball in her younger years, who was also a beautiful gal, this performer embraces the silly :)
There is one other possibility here, that this is not a professional dancer at all, and simply a woman costumed for a fete, and assuming a silly pose for the photograph. Either way, awesome image in fine condition.
